The SC Business Licensing Officials Association sponsors the  MBL program. A board-appointed committee directly monitors the program. The Municipal Association of SC provides administrative support.

MBL designees have earned their ABL designation in addition to achieving 50 experience points within seven years immediately preceding their application for the MBL designation.
